Thrice per day, by cinching the cloak tightly about himself, the wearer of the Ratskin Cape may transform himself into a Giant Rat as per a Polymorph Self spell cast as a 9th-level wizard (maximum duration 3 hours per use).

In addition, once per day, the wearer may summon a swarm of 3d4 magical rats of a random type, as per a Monster Summoning IV spell cast at the 9th level of ability. When summoning rats, roll 1d6 on the table below to determine the type of rats summoned.
